Credit heist lack of reward variation

I finally got a 5 mil drop about a month and a half ago. The second attempt was 1.5 mil. Since then, I've been getting a 1.5 and a 2.5.

Except I never got the 5 mil drop, I got 2.5 2x on my first max tier and ever since I've been getting a regular 4mil total for credit heist
