I don't think its a good decision to lock out players completely when ALL zones have reached 3 stars. while combat is still available to be done.
Allowing players to do combat after all 3 stars have been hit is a way for them to test out their troops so they're more prepared next time. Basically all the top players or early birds get to do the combat and the late comers don't get to do anything and worst they have no experience or prepareness for next time.
