Zeta'd NO ONE will use him as lead anyway, his lead ability is sub par still compared to Palpatine, and there are much better Empire characters than Sith. Like I said I constantly compete for Rank 1 on shard, and I'm one of two people running empire in the top 10 , all the other teams are Rebel or Rex/Rebel variants. I have access to top tier Mods etc. Even with giving him as much speed as possible, he will get maybe 1-2 turns a match at a VERY minimal impact. Gearing him to 11 will give him a little more damage sure, he's close to 11, not like he's just sitting at 10 with nothing. The damage boost will be negligible. His MAIN ISSUES is his complete lack of speed , sub par damage, bad sith to pair with, and broken daze mechanic that gets his face countered by an entire team, even if you apply daze to the entire team.
