You might be given Vader shards for free, but in practice to make him useful youd have to buy shards from the fleet store.
In Hans case you dont have to spend anything and youll get him for free, just post 0 in a heroic rancor raid and youll get shards (and even if you get just one every time, you may still finish before vader provided you never buy using fleet tokens).
And no "since they are collectable" Thats not what I said. In all these characters they are attainable via an event. CLS I would say requires work, but hes 1 of the most powerful toons in the game, and for the most part you get him quite cheaply.
Vader, you dont really get anything for him, hes good at rancor early on but thats about it. And as the most iconic star wars character of all time. Id expect a bit more. Especially as one puts in more work to get Vader to 7 stars than Palpatine or Han.
Now I also think Palpatine should get a rework, I even made a suggestion as to what he should get. And Id want them to get a rework at the same time.
