I know he can be purchased from the fleet store, I even said that in my comment. However I reckon its much easier to have palpatine 7 stars than Vader. When was the last time anyone other than yourself say they had difficulty getting Palpatine to 7 stars? Especially in this era of overpowered rebels.
And you didnt counter my Han claim. He is entirely free yet he got a rework. A very powerful rework as well, pushing him into the meta for 6 months, and hes still relevant now.
Vader for newer players wont be too powerful until he gets Zetas, so jsut make the uniques not too strong until you zeta them, at which point this wont affect newer players. And again its much easier to get palpatine 7 star than it is vader, as new players are expeected to farm pheonix just for thrawn, so palpatine is just a bonus
And Im not in favor of a new version of vader outside of pre suit vader, as otherwise they look identical. At least with the 4 (soon to be 5) hans they look slightly different
