Darth Vader far too UP for being the most iconic Sith vilian of all time

Speaking not of shards and farming difficulty but exclusively on the merits of who the toons are in the films and canon. I realize different toons have different rarities and farming difficulties.....all this aside, my comments are exclusive to the fact that Vader is the original protagonist who spanned 3 films and wreaked havoc on the rebel alliance...CLS as his counterpart should be equal in power in all fairness.
