To clarify my point, Rex is fine as is.
Rex is a solid leader. It is not OP though, which is a good thing. It can be beaten reliably by several equally geared/modded squads.
Zaul can only be beaten by 1 reliably since the rework (before R2).
If there is a problem it's really the Sith buff which made Zaul OP for a while. But it was handled by Rex and R2.
