Does platoon calculate the power of your deployed characters?

My question is basically, do platoon calculate individual character's power when deployed ? Or are platoons only calculate TPs when they are completed? My question is mostly to answer the strategic...

Do you know if platoons that are unfilled still deploy and give points? Can't see confirmation of that. So if we don't fill a platoon (say 11/15). Will those troops still get deployed and will we get their deployment points?
