Does this mean Emperor Vitiate will be released one day?

Gender neutrality really doesn't matter in Galaxy of Heroes. A lot of characters are already gender neutral even though their gender is clearly stated in canon. It's surprising how often the devs used "they" instead of "he" in their descriptions. If the devs had made Revan neutral, we probably wouldn't even have noticed. It's not a big deal
