Easiest fix for Arena collusion/shard-chart

Also to the second point while I can't speak for every shard chat, I know in the ones I'm in the only people who get targeted (and it isnt everyone in the chat, it's only a couple people who get affected by that player) are people who climb outside their payout and mess with other players payouts repeatedly.
