easiest fix for tenacity up problem

make a dark side character have an aoe tenacity down. plus have his unique be like vader were if it is removed it reapplies. maybe the unigue will say this (level 7) this character gains 10% cri...

could work maybe keep the stuff about crits and make it 80% chance to inflict tenacity down still rng but isn't relied on crits to be effective maybe make crits a guarantee.
