easiest fix for tenacity up problem

make a dark side character have an aoe tenacity down. plus have his unique be like vader were if it is removed it reapplies. maybe the unigue will say this (level 7) this character gains 10% cri...

Easier fix would be that tenacity up increases tenacity by X% (probably 25-50) and likewise tenacity down reduces by X%

I don't understand why tenacity up makes every attack impossible to inflict debuff - it's tenacity up, not tenacity max!
