Endor speeder bike raid evasion mechanic

Hi, I couldn't find a guide or explanation about the evasion mechanic for rebel/ewok characters as in why does a 10 damage attack from the enemy troopers removes 13 stacks of evasion. Can someone point me to a guide where this is explained?
