Looks like you need a 3 star capital ship but only have a 2 star capital ship. Ship star requirements have always matched the tier (i.e. tier 3 requires 3 star ships/capital ship)
which looking at his pic, means he did indeed not receive the 25 shards for completing the prior tier.
