that players who are "maxed out" need some challenging content to do beyond raids, and because players who aren't yet maxed out need something aspirational to strive for.
IMO that is an excellent assumption. 90% of player base doesn't need to complete 100% of every event on first launch.
The main issue I see is not knowing how often an event will come back.
