As a couple points of feedback:
1. The time settings dialog should show UTC -#, this would be extremally helpful for setting this setting properly
2. The dialog should ALWAYS show the values compared to the currently local time of my device, not after Midnight UTC after my time changes (Which is the bug I encountered)
