First Order Officer cleanse vs Thrawn cleanse!

So I've noticed that First Order Officer's ability "Marching Orders" when maxed is a far better cleansing ability than Thrawn's "Grand Admiral's Command" who is supposed to be the CLEANSER for the Emp...

He is very effective in a support role. His basic can cause ability block on the next turn. He has an unresistable stun that dispels buffs and provides buff immunity. His cleanse provides 100% TM and 30% protection. Buffing his cleanse will make him a very unbalanced OP character. I have thrawn at G12 on my arena team so any buff of thrawn will benefit me but may make the game too unbalanced.
