First Order Officer cleanse vs Thrawn cleanse!

So I've noticed that First Order Officer's ability "Marching Orders" when maxed is a far better cleansing ability than Thrawn's "Grand Admiral's Command" who is supposed to be the CLEANSER for the Emp...

As in, he is selected in teams primarily because one of his abilities has a cleanse attached to it?

What about Chirrut, he can heal with buffs and he can cleanse?
