First Order Officer cleanse vs Thrawn cleanse!

Chirut can’t stop a toon in its tracks, give back Protection or swap TM, you think that a toon with a completely unique ability that can stop any toon,remove all buffs, prevent buffs being re applied and can not be cleansed should also have more added to his kit? I’m starting to wonder if you’re trying to troll.
