Coordination has been going on in this game for a very long time and it's just the way it is. Try to find the other people who are attacking you and get in on the coordination. Problem solved, if you manage to do so.
Doesn't matter if it's technically a bug or not (I don't think it is) because they either can't or won't do anything about it. Might as well get on board.
