Unfortunately, Tarkin has almost no synergy right now with just Tie Pilot and Vader as empire ships and the vader ship is nearly impossible to get. Your choices, as always, are to go after the strongest ship at the moment for you (likely Ackbar), or invest in who you want and hope that they get a turn in the sun. If it happens, you are golden (bad pun I know), and if not, c'est la vie.
