I am considering buying the freedom fighter bundle, but am hesitating because it's unclear when this Chimera event will return. If it doesn't return for a long time, then there's no point in buying a bundle now because I can just farm the required ships to do the event.

I think you've answered for yourself why they don't provide this information... It's a legendary event. It's reasonable to assume that it will be on a similar schedule to other legendary events, which would mean ~4 months before it returns the first time and then ~2 months between subsequent appearances.
