Fleet Mastery Event

I'm FTP and I have been farming ships since launch and have everything needed for 7* Chimaera except Phantom, which is at 28/100.

However, knowing that I need a 7* Home One and can only get it in 6 months if I play the monthly event, I was tempted to spend my hard saved crystals to purchase this pack on the gamble that I would get more than the default 10 shards.

My results were sadly the default and some ship mats. Now I wish I would of just spent 800 crystals on the refresh for the event. Is this a guaranteed 15 shard drop on the refresh or is it less? If it is, this is annoying and should be raised to 15 min so we don't feel totally cheated or is that the sting you want us to feel with this gamble?

Also anyone who bought the Home One Pack, please post your payouts. I'm curious to see how many of you get better rewards to consider trying another purchase in the future.
