Yes, it's 15 blueprints on each run of the event, including refreshes. You can only refresh once though until it comes back again. It is supposed to run 3 times in 9 days. So you can get 90 blueprints if you refresh each time.

I was specifying that's it's not an automatic 15 blueprints. 15 blueprints is a possible reward. The first time you play it you will get 15 garenteed (first-time reward) but after that just a chance to get 15. Won't happen everytime, just like Zeta challenge
