Fleet Parity

I'm just looking for some clarity on why the Profundity fleet was nerfed so much with the emergence of P1.

Profundity is an expensive, difficult to acquire fleet so it's scarcity & availability is somewhat controlled and up until the arrival of P1 it was a coveted capital ship. Having said that, it could be defeated fairly reliably with both Exec & Levi so it's difficult to make the case that it was superior to the other two top fleets and therefore somehow needed to be knocked down.

The fleet environment seemed fairly balanced before but now to use a comparable it seems like paper still beats rock, but now rock loses to scissors too... So my question is what's the rock's new purpose in the game?
