FO executioner: taking longer than usual to unlock for farming?

But what does farmable mean to CG? To most farmable means getting put on a node or being put in to something like GW or Fleet shipment. But to CG, putting a character in the store is farmable to them. I need Nightsister characters and when asked when they'll become farmable the response is that they are, because you can get them for crystals in shipments.
