Im kind of in the middle, it'll make PvE a lot easier but PvP will benefit those who are very lucky with the first few mods they get.
One thing they should do with Mods is take away any primary stat that isn't Speed or Protection on the Arrow**(a tank who doesnt need speed can really use it). Maybe add another unique like Lifesteal? That would be interesting...
I actually run offence arrows on my rt and rp for haat. So I'd rather they didn't
There are teams that can solo the HAAT that require the speed unlike Resistance. In General the speed bonus is better than Offense.
You could also get that 5% offense gain through a good offense secondary, probably even better if you get two upgrades or more on it.
