Gear Up Order

I currently can do 0 of the CT1 challenge tiers for assault battles. Is it worth diverting resources from other projects (GAS and executor) towards getting my rebel and bounty hunter squads up? I am close to the droid and Jedi squads already, but it feels so hard to relic characters.
