There is, he charges it whenever someone gains or loses protection up. Galactic Republic is king at spamming protection up. Ahsoka Special, Anakin Special, Padme Special + unique, GMY Meditation to name the most used examples. He simply can't give the unpreventable heal if he isn't leading because of the Absolute Defense effect.
