You are forcing me to farm 2 stupid useless toons just to get ray jedi so i wont get KICKED out of my guild. and i cant of course farm mods so what i do? i buy them every day from mod store. and what ...

Looks like he caught us guys. Yep, OP the game hands out +25 speed mods to everyone like candy on Halloween....except you.

Or, the process is random and fair and the people that have better mods have either been playing longer, or spent money on crystals to refresh energy and /or the mod store - so they simply have had more chances to "roll" for good mods than you.

Which do you think sounds like the more reasonable wave intelligent explanation?
