Grand Arena Matchmaking broken?

I just got my first GL and I seem to be in these brackets were people have fully completed rosters and 2-3 GL's with no possible way of me winning? Is the matchmaking system not working correctly? I know it says skill based but its not winnable when they have on defense 5 relic'd teams and I only have 2-3 because I only have 5 relic'd teams in total. Something seems off about matchmaking. I would like even matches where I actually have a chance to win.
