EA_Jesse is currently with The server team about this issue. They are working on this issue as we speak and the details of this complicated issue is well outlined above.
It is frustrating waiting but this is an active situation on a live environment, the team will have an official response as soon as we get it for you. Which is not the answer you are looking for but a honest one if nothing else.
