Those are different issues, however one impact on the other.
Granted guild hoping wouldn't provide any edge to leaderboard , but Appart from friendship, it's the main reason right now to be in a strong guild.
A strong and organized guild could really maximize the number of raids done in a week and thus for strong player that were ranking lower in the raids, this was a compensation (instead of going to a weak guild to rank 1rst).
What Barrok is saying is that if you remove this, at this moment there is no reason at all to be in a strong guild (again except from friendship) as there is no upside and the downside of being difficult to rank first.
Tldr implementing this change is very sound, all should be limited to a same number of raid per week. However the collateral effect is that it would probably push people to create tons of small guild (which would defeat the purpose of guild imho), so either very (VERY) hard raid , or some kind of leaderboard/boasting measure (like sorting by total damage), or any other idea that favors being in a strong guild, are probably necessary.
