Guild Leader Missing Option to Leave Guild

Question

I recently got put into being a guild leader without being asked.  I would like to leave the guild to give leadership to someone else.  Unfortunately it seems like the option to leave the guild is gone.  Is there something I'm missing?

I think you have to promote someone to leader before you can leave.

Apparently to change leaders you must leave the guild then you get offered to make someone else the leader.  Right now I can't promote or leave, very annoying.
