Hera is supposed to be a starting level character, she rips for what she is and hold early game value once you start leveling and after you get thrawne they get shelved, they are meant to be a helpful stepping stone as you can get thrawne palps and part way to gmy using Phoenix. She also has the death immunity ability and two tanks, at low level without a good team they are an insane challenge you have to climb over too much boost would break early game
