How is Galactic War difficulty determined?

I haven't beat GW this week, today I didn't get past node 11, it's broken for me. Yesterday it was https://swgoh.gg/u/borderland/. I'm not in this guy's league at all.

This week I have gotten some form of GK, Thrawn, Wiggs, Zaul and Chaze teams. All maxed, all gear 11, so I just stew and get pissed, I've spent a lot of $$$ to gear up, but this is frustrating. No, I don't expect it to be easy, but at least let me have a chance. I have yet to beat any chaze team, frustrating.

Who the fleck knows? It's not consistent between players that's a given.

I'm almost convinced that the perverse difficulty of some nodes is intentional in order to encourage you to part with cash to keep up with the Jones's.

The devs have confirmed that it's about your top 5 highest power toons, or at least I think it's what they said.

Here is a post where a dev talks about GW. In a post the other day, they pretty much confirmed the percentages are based on the top 5 toons you have. Some people say top 5 you have used in GW, but in most cases that will be about the same.
