I have all 13 toons for GL Rey but tier 4 can’t be fought

I got to tier 4 of galactic legends Rey and it says I have 4/5 toons. What is going on? I spent months leveling useless toons to do this event and now I can’t go past tier 3? It says 13/13 to do th...

You have to unlock Rey by completing all the attempts on the first three tiers. Then you use her for worthless rewards on tiers 4 and 5 before completing tier 6 ten times to unlock her ultimate ability.
