She doesn't have a sith tag because she's not a sith, which is a title more than anything. And it doesn't have to do with any training she did or did not receive, or her level of skill, as she was in fact incredibly competent, and easily one of the most competent force-users of her time. Of course she was denied the secrets of sith alchemy and such but that's beside the point really.
The reason why she never became sith(even though it was all she wanted) is because of the rule of two, which states that there must only be two sith, master and apprentice. This "new" sith doctrine was set in place by Darth Bane many hundreds of years prior, when he realized that the sith empire in its then current form would never be able to defeat the galactic republic or the jedi because of the nature of all sith and the resulting infighting. So basically Darth Bane figured that if the sith where ever to conquer the galaxy, they had to play the long game, manipulating things from the shadows, slowly building their power over generations, master passing on his knowledge to apprentice, apprentice slaying master to take the master's place, and an apprentice for himself. Of course there were always plenty of evil force-users, or darksiders, they just didn't get to call themselves sith, as the sith empire, the sith trials, all that stuff didn't exist anymore.
As for why Maul and Savage has the tag/title, the answer is rather simple. Darth Maul was Palpatine's first apprentice, and formally a sith. Maul was as we all know defeated and presumed dead, and Palpatine took the fallen jedi Dooku as his apprentice, thinking that balance was restored and there were once more two sith in the galaxy. But there where three, as Darth Maul wasn't dead, and rather angry at his old master for feeling abandoned. Maul was never renounced as a sith, and he continued to consider himself one, so when he decided to take revenge on basically the whole galaxy, he realized that he too would need an apprentice, which he would be master over, continuing the rule of two and the ways of the sith. So Darth Maul named his brother Savage apprentice and sith lord, then set about on his merry quest of galactic dominion. Of course it didn't take too long for Palpatine to discover this, and he promptly showed up on Mandalore, where he slew Savage, renounced Darth Maul's title as a sith, and brought him back home to imprison and torture when he got bored and what not. After Maul escaped, he just went by "Maul". Sith no more.
Oh and another important note is that when Palpatine confronted his former apprentice and Savage, he named them rivals, effectively acknowledging their status as sith.
As for Asajj, had she been born a thousand or so years prior, she most definitely would've been a sith, and a powerful one at that. Blame Darth Bane I guess.
