the guy with 200+ raids hoarded for like 8mo - 1yr. OP is correct (depending on how many raids his guild was able to run per week + it probably took him a bit of time to get a 7* character to join the heroic raids).
On top of that shards do fill very slow so if you're not very lucky you can be 1-2 weeks behind on top of the hoarding jump start.
Also who ever responded to tell you that you are lucky to be in a shard where hoarders dominate the arena that person is 100% correct. Its pretty easy to catch an f2p hoarder, catching a whale is not possible.
