See clarification. Vader's turn is literally the first turn. I have full potency mods on him, potency cross.
The problem is that two different event happens during that single turn.
Damage > debuff.
But Sion interferes, so the sequence is like:
Damage > Ten. gain > Debuff(resist all)
So, Sion's AI unintentionally cheats with stacking tenacity mid-turn and resist debuff with the increased tenacity.
To bypass, you need debuffers, who dont do damage or do damage AFTER.
