This exact reason is why using Zeta Sion is a reliable source of pain for all phases this raid. Boss attacks, turn ends, tenacity is reset, pain is applied.
Now zetaing Sion is a rather large investment for a reliable debuff, and I'd much rather have it so the boss' get their tenacity and speed after the attackers turn ends so Vader and 99% of the roster can get their debuffs going a little more reliably, but if you just need a debuff...
