No, it won't be fixed, and no, CG doesn't care that we can't complete it.
I've managed to beat it a few times with Levi, and in each case it was because of extremely good RNG, but it's nothing compared to how many times I've gotten obliterated in less then 15 seconds. And, unfortunately Persi has a point. The mission probably won't be changed any time soon, and I doubt CG has any interest in doing so. There's a better chance of our being able to complete it in 2-3 years when another JG DS Capital Ship is released, and even then it's 50/50 on whether or not the ship will help, and if it does it'll probably be a coincidence, not because CG took the mission into consideration.
