Is there a problem with Palpatines unique?
It seems there is something wrong with his unique, Jedi and rebel enemies aren’t taking damage at the start of turns and Palpatine doesn’t seem to get his bonus protection

At the start of their turn the health didn’t change nor was there any indication they took any damage let alone damage equal to 20% of their health.
It does have to eat through their protection before you will notice their health start to go down.
Nowadays toons have double or triple the amount of protection compared to health, so it wont be as noticeable.
