While this is a fairly large budget, its not out of the realm for F2P, and with any decent hoard that daily number drops to a more reasonable number.
So no, this is not a move to P2W. P2W would imply you can only get it for cash money. Ever since they broke away from locked aurodium packs unless you spent a certain amount of money, there has been nothing in this game only achievable by $$. Just time (or hoarding).
So really what you are saying is that the revan event is technically still possibly F2P. However since very few F2P hoard crystals like that it is effectively P2W. I technically could get struck by light.
