I'm sorry, but Chancellor Palpatine would never be neutral, separatist, or Sith, just like Darth Sidious isn't Republic or neutral. His whole character is an alter ego/figurehead solely for the advancement of the Republic.
is like Anakin and Vader, the same person but with fully different objectives. Anakin was for the republic and Jedi, while Vader was for saving Padme by any means and his new empire.. The chancellor was for the republic and freedom, while Sidous was for himself and ruling the galaxy. (not a perfect analogy by any means I just cant think of great examples of people doing both sides ingame that are distinct)

his alter ego started like that but in the episode 3 he was slowly revealing his true intentions and in the office battle with Mace completly showed his colors, that's why I put the option of him being part of both teams, also it gives players more ways to strategise.
