Well Vader is certainly a very powerful character, and while he is not nearly as fast as before the prosthesis, he is still pretty quick with the force and can act pretty fast when he enters a combat situation.
Just check his encounter with the fastest gun in the galaxy: Han, despite shooting first, has his blast shot stopped dead by Vaders bare robotic hand.
This is a very canonical example of Vader displaying a Foresight-like attack deflection.
THe "on protection depletion" feature could perfectly be replaced with your dark lord's power.
The +1 speed per negative effect applied would be a permanent speed increase which would make him more dangerous as the battle rages on, making him more dangerous over time, which is fitting to the awesomeness of his character.
Thats not really foresight, thats just straight up reflex and a demonstration of his power over them. In fact the only reason he was able to be there at Bespin before Han and the gang, was because of Boba Fett tracking them and relaying the information to the emipire. Vader did not predict anything, he simply used reflex to block the bolt with the force. You could argue the speed of him using the force but not very well... in fact i do not believe vader was good at handling multiple enemies but rather preferred a 1v1 encounter. This i believe was due to his lack of speed. If he were to take on multiple enemies, he would have to rely on large force-based AOE abilities and then would proceed to use his lightsaber throw and force grip to systematically take down enemies around him because he was not fast enough to chop them all down or deflect all blaster attacks should he be surrounded. If you haven't noticed he never runs.... just walks briskly and with a daunting presence about him.
