Sidious was the known leader of the Separatists among the Separatists. Dooku, Grievous and all the Separatists leaders knew that he was the true leader, only the Republic thought Dooku was behind everything (the general Republic population wasn't aware of Sidious' existence).
Asajj never became a Sith. There can only be two. When Asajj became strong enough that she was a danger to kill one of the two true Sith, Sidious ordered her death. Throughout the TCW noone ever refers to her as Sith, only as Dooku's assassin.
Maul is different from Asajj, as he was an actual Sith before Obi-Wan sliced him in half. Sidious didn't know that he survived and replaced him. After he learned that he was alive, he excommunicated Maul from the Sith Order. But Maul created his own Heretic Sith Order and he made his first apprentice Savage also Sith. The key here is that both Sidious&Dooku and Maul&Savage thought of the other pair as not-Sith and sought to destroy each other. Sure, we could create a Heretic Sith tag, but that would make things way too complicated. At the end of the day, we can call all four Sith.
Btw if we are discussing tags, give Visas a Jedi tag.
