You would now have to decide between potency, tenacity or speed instead of having worthless attributes and all out speed.

it would just mean debuffers get weaker because they have to mod for potency, addtionally the non-debuff enemy can cancel out those potency mods with tenacity mods if you so chose.
so basically debuffers get hit on both sides of the fence, while non-debuffers can chose all the mods they currently use without suffering in any negative way from this change or make them super debuff resistant wich would make the debuffers potency irrelevant. So no matter what they chose, it's always better than the debuffer.
