Let's fix Tenacity vs Potentcy

First, why shouldn't they be equal. What is the point to have tenacity be completely worthless? Also this would also give you the option to increase the chance to apply a debuff to 100% instead of 85% if you so choose. (All you need is 50% more potency than their tenacity.) Also if you put enough potency (which is easier to get higher than tenacity) tenacity up would never be a guaranteed resist.
