Because you can progress faster along one ‘track’ than the other.
If you can get the scouts on track to P4 and shut down the droid factory, then the Infantry track that is ‘bogged down in melee combat’ Repeating the p3 mission because they didn’t get it to one star last phase suddenly has a much easier time of it.
